Hello,
I went through the submission rules and I was surprised about a point so I wanted to make sure I understood correctly:
Is it really so that I can take part in this contest only if I am a citizen of either Issy-les-Moulineaux, Manchester, Athens or Ghent?
I'd happily submit an app for this contest but I unfortunately live in Helsinki, Finland at the moment.
